It is understood that there are many institutions involved in the formulation of standards in China, among which the main ones are China Lighting Standardization Committee and Semiconductor Lighting Standardization Working Group. Due to the different experiences of the two main institutions, there are also differences in the definition of some technical terms in the process of setting standards. China Lighting Standardization Committee is a transformation of traditional lighting. The concept of understanding is still traditional. For example, LED bulb driving power module is called self-ballasting, while China Lighting Standardization Committee still uses traditional lighting called ballast.
Zhang Wansheng said that in the process of standard setting, it is necessary to go through a running-in period to solve these differences before finally launching a unified basic standard. To this end, he called for the top priority to introduce local standards. Although local standards may involve some local protectionism, it can supplement the gaps in basic standards before the basic standards are introduced. He suggested that it can be implemented first in the Pearl River Delta.
